aren't Q1 and Q3 represented by the outside walls of the box? if so this would be wrong cause we only adjusted the max and min values on the whiskers .

Depends on whether they fall in the lower or upper bounds. If they don't, they're outliers.

The IQR remains the same as it originally was. The IQR is based on the original (not modified data).
