It's called PING. It's the millisecond of time it takes for you and the other players controller to communicate with your system, the system with your internet, the internet to the game servers, and then back the way it came to everyone's television. Due to some people having faster internet than others the PING sometimes makes the recorded gameplay look funky like that. Learn how the internet works dude.
