Yeah, Panic Puppet feels more final. All the flickies not in their robots yet, the final race to the top, it feels more like an actual factory than the fancy-dancy laboratory of Gene Gadget, like the facility that makes the stuff that's used in Gene Gadget.

In mednafen, the Saturn emulator, I made sure to make save state for all the special stages so that I can revisit them anytime. They are just that good👍

PC 3D Blast's Special Stages are definitely down there with the ones from Heroes in the sense that they're both really easy despite being barely functional (Special Stage 3 in the latter aside). The lack of difficulty makes them barely worth remembering, but the clunky execution is nonetheless the worst the series has seen to this day. Granted, I wouldn't be surprised if Sonic Jam for the Game Com is somehow worse, but I'm not exactly in a rush to purchase one to find out.
