I crew regularly on a friends 40’ catamaran. Even a small vessel like this is equipped with an anchor alarm so if you drag even several meters the alarm will sound - loudly! So there is zero chance they drug an anchor that far unintentionally. At a minimum, the captain should lose their license. And I agree with others that the ship and its contents should be impounded and sold to recompense for the damage.

in addition of missing anchor, the ship was above the electric cable when the blackout transpired. Turva is heavy ship that could tow an ocean liner on ice, and it had the military helicopter, that police swat-team used to mount the ship, and were tasked to storm the bridge. They were heavily armed and prepared to face enemy commandos. There were none, but there was no way that this ship is going anywhere after this borderline *act of war*. They were going to be seized, either with these two patrol vessels, or with real warships if need be. We’ve been exemplary in our patience, now was time to act.

This would be put to an end if the captains of these ships were sentenced to ten years in prison and the ships and their cargo were confiscated. Under international maritime law, coastal states cannot prevent reconnaissance outside their territorial waters, as economic zones are considered free international waters for shipping. However, if acts of sabotage occur in these economic zones, there is a right to self-defense under Article 51 of the United Nations Charter. Destroying national infrastructure in international waters is the same as destroying national ships in international waters and is considered piracy.

If a ship intentionally or by accident damages important cables confiscate the ship and cargo. period. These "lost anchors" are no accidents.. Anchors don't drop out of nowhere. There are safety mechanisms to prevent accidentally dropping anchors.

The cost of losing one aging ship and one crew like that is negligible compared to the cost of repairing or replacing these connections, unfortunately. So even if the perpetrators are caught and the involved assets confiscated, Russia and China will simply do it again and again. Just taking the ship and cargo is not enough to deter such actions. More has to be done.

But they should definitely identify every ship potentially part of the "shadow fleet" and keep it under surveillance at all times, and seize the vessel if caught attempting sabotage or if violating sanctions.

Immediate changes in local Maritime Law (Finland & Estonia) should be imminent. The first act should be to extend their maritime territory to the full international limit and close the courtesy "Innocent Passage lane" that Russia has been abusing so grossly. That would allow them to inspect every suspicious ship passing through, which is just a beginning.

The ends of the cables tell the story. If the ends appear ripped apart as if pulled apart, then most likely it was a hook shaped object like an anchor that did the damage. If the ends of the cables are clean cut , then the cables were probably cut with a hydraulic or air powered underwater saw.

Cables in the Baltic- and North sea should be fitted out with sensors (vibration, movement) and International maritime law should prohibit dragging anything! in certain zones mapped on the oceanic maps. In certain routes (like in the Baltic sea) shipping routes could be enforced and monitored (like in the sky, like in shallow waters). If we want to, we can protect our infrastructure. If we create laws, we must be ready to enforce them.

Do as other countries do when ships cause damage. Hold the crew on board, blockage the ship, wait 90 days for Russia to pay all damages including repair/replacement. With daily compounded interest. When Russia doesn't pay, put the crew in jail, confiscate the ship and cargo, sell it off to pay for original damages. This is fairly common practice in the maritime world.
