3:30 it is star rail language, however it is actually a real language too. People way smarter than I have actually managed to decode it and translate it into English. You can find examples of it on signs around herta space station and penacony. The Xianzhou actually has a different alphabet for the same language as well. The reason they use it for these promotional videos is so they can use the same footage for the special program in all languages. That way they don't have to re-record everything with en, jp, cn, and kr text.
