Fun fact, in the vast majority of municipalities during emergency situations, we follow ICS (Incident Command System) as prescribed by the NIMS (National Incident Management System). Incident command is dependent on the type of emergency and the appropriate agency having jurisdiction. The agency having command may change throughout an incident depending on the primary hazard. For example, in the case of an active shooter, law enforcement will maintain command even if there are injuries. In the case of a fire, obviously the fire department has jurisdiction. The only reason that fire departments tend to take command of more incidents is because large mobilizations of police resources are far less common than fire and EMS incidents. That has led to this common misconception that fire departments have a preemption in most places when in reality they're just following ICS per the national standard.

A vehicle is considered a private space, he's not wearing any clothes in a private space he is fine, it's when he gets out of the vehicle that it becomes an issue. What the officer ordering him out of the vehicle it would have been considered entrapment if he complied and the officer tried to charge him with indecent exposure. Varies by city/town. I know a firefighter who works in a community where the police are notorious for abuse and racism. Almost all the fire fighters lean heavily BLM not back the blue. The departments do not get along. In 80% of all police misconduct hearing the only witness that is not the victim of the police and an accused of resisting arrest is firefighters. The police consider firefighters honestly reporting what happened as disloyal. This has created real animosity between the departments.

It really depends on the area. In most places they work well together but in some there is a animosity between them. Police have arrested fire personnel before (including one I am aware of who was in the process of directing air support), others have been arrested for blocking traffic on interstates. That said in most places it is not an issue and they work well together to get the job done. Ego as you may guess plays a huge role in the places where they don't
