No, I'm pretty sure it doesn't. Blowing up devil beggar increases chance for angel room rather than devil room, but that's it. The general chance for special room is increased for blowing up normal/battery/rotten beggar. Wiki doesn't mention any difference as well.

trinkets appear in a set order, when he first saw the chest it showed the nex trinket in line but didnt load it in, then he visited the shop and it loaded the trinket in so the one in the chest became the next in line. the chest was a mimic however so guppy's eye was lying the whole time and the truth got revealed when the spikes triggered

Trinkets are predetermined. The game will spawn "a trinket" and then set it to the next one in the scripted order. So if you see it in a chest with Guppy's Eye, you never "saw" it, so it'll show them for the next available trinket. Those chests would turn into the next trinket after seeing it in the shop
