It's cheaper for the elite developers to pay for a permit to rebuild and develop rather than pay for permits to demolish old building structures and then pay for the permits to rebuild and develop. They took advantage of this disaster, and we can only pray they do the right things to get the locals their houses back 1st.

Wow! Only 7 months since the fires the first permit process starts. Maybe they should try to get 50 % of the buildings rebuilt by 2050! New slogan- Halfway done by half of century!
