Hoochie Coochie originally meant any type of seductive or sexual movement in dance. Belly dancers were said to "hoochie coochie." Charo, who was a sex symbol in the 70s and 80s, used the term in her act. "Coochie" is, and always has been, what you were implying.

He found out about country's universal appeal when he and a friend, Jim McBride, wrote "Chattahoochee," about growing up by a river that ran through Jackson's boyhood Georgia town. "I thought the song was too Southern, but everybody around the country said they liked the song. They all had their own Chattahoochee River somewhere." Asked how the song was written, he explains, "I always thought that Chattahoochee River had a neat title to it. It would be a good title to write a song around. So one day, Jim (McBride) just walked in and said, 'Way down yonder on the Chattahoochee, it gets hotter than a hoochie-coochie.' And I said, 'Let's write it, man.' So we wrote the rest of the song. "It's about me thinking back to when I was a teen-ager and riding around the Dairy Queen and not knowing what life was about and not caring a whole lot. And there's a little place that we used to go near the river. It's called Hilly's Mill. We used to hang out there. Everybody's got a place like that growing up." Alan Jackson. www.google.com/amp/s/www.orlandosentinel.com/news/os-xpm-1994-12-02-9411300567-story,amp.html Feel free to read the article if you like

There was a famous/sexy performer in the 70's named CHARO who was born in Murcia Spain. Her catch phrase was Cuchi Cuchi. She use to do this wiggle and say Cuchi Chuchi. She said she had a dog that she called Cuchillo (Cuchi for short) that because of a back problem instead of wiggling side to side when he was happy, his back went back and forth. So she copied it and always said Cuchi Cuchi as a thank you to her dog for making her rich/famous as it became her trade mark.

Hoochie Coochie was a dance party phrase back in the day, 1993. And Alan Jackson was one of the most purest, shyest Country Music Artist there ever were. You won't find a single song of his with anything close to a curse word or slur or anything overtly sexual. He's totally not like that. One of his bigger Albums was an album of Gospel Songs. So he would never use vulgar terminology in a song...he's just not that kind of man. He's from Georgia and spent a lot of time on the Chattahoochee River.

Basically, the "never knew how much that muddy water meant to me" is apparently a hint to the meaning of "hotter than a hoochie coochie" since Muddy Waters had a song titled "Hoochie Coochie Man". Alan was referencing that song, which was talking about a 19th century dance, and using what was (at his time) slang for alcohol and sex. So yes. It means more or less exactly what you thought.

Ok Billy. Back in the day these tent entertaining troops would travel town to town and set up a tent show. Like a variety show kind of thing. Many included dancing girls in something like grass skirts or whatever. They were known as Hootchie Kootchie dancers. If you look back a bit in the video you will see Alan wearing his cowboys jersey and some jeans with big tears in them. That's what he was wearing when you thought he was not wearing pants. The jersey came down to the large holes and it looked like he wasn't wearing any. Stay safe and well.
