It's actually a megaphone. And the bop bop, bop bop at the beginning, and at 4:40 in your video is actually his vocals, too. He's holding a note out that you can faintly hear and then keying the megaphone to make the patterns.

If you like Eulogy then I think you will like Right in Two. It's about humanity as a whole. It's one of my personal favorites and the instrumentals on that track are insane (like most Tool songs) but in my opinion it's very powerful.
