Vigan has all those big businesses there because of the hard work of the local government and tourist center. It is the place most Filipinos know to have historical colonial style architecture. Filipinos ironically know Vigan exist more than knowing Intramuros exists. Locals who plan to first travel the entire Philippines has Vigan as like their 2nd or 3rd place to visit. 1st is either a local pristine beach or Boracay, next is cities like Cebu or Baguio if its not Metro Manila and then Vigan or Zamboanga for the historical sites. Those in Manila knows of Intramuros and would most likely visit it first and then Vigan. The Philippines still has many other best kept secret tourist spots locals know about since its great growth in tourism is quite recent.

Vigan is and should be preserved because tourism is one of the main sources of income for the city and its people. While Intramuros in the city of Manila, many parts of it are rough and littered with poverty because the local government there allow illegal settlers to occupy the place. It is not for humanitarian concern but rather for their personal gains of these politicians. Poor people are easy source of massive votes during elections to keep them in power. The poor can be easily be bought for their votes.
