In the South Park movie the kids watch a canadian movie filled with mature language and they get caught cursing in school. Instead of the parents blaming the kids for misbehaving or themselves for not monitoring what the kids watch they blame the whole country of Canada and kidnap the comedians that made the movie.

In 1999 a feature length South Park Film was released. It is pretty much a musical, and I think holds a record for the most curse words in an animated film. The song "Blame Canada" was nominated for a best song academy award. The academy wanted the writers of the song (Trey Parker and Marc Shaiman) to change some lyrics because the original lyrics from the movie had, uh, certain language not friendly for television. The writers refused, saying the song is what got nominated, and should be left alone. So the Academy made some minor changes to the original, and hired Robin Williams to sing it. Afterwards, Trey and Marc said they were happy with the outcome, they stuck to their belief they should not change the song, and also thought Robin did a fantastic job in performing. You should definitely check out the full movie, but absolutely without any children within 5 miles, it is extremely raunchy. ( I loved it)

South Park: Bigger, Longer & Uncut was a movie/musical that Trey Parker and Matt Stone made in 1999. In the movie, there was a TV show from Canada called Terrence and Phillip that the parents in the USA blamed for their children being bad and saying curse words. This was a song about that issue.

The context for Blame Canada is all in the South Park movie. In the movie, the kids saw a Canadian movie and started repeating the filthy language in it, so the parents all started blaming Canada for it. Robin Williams was not ever on South Park, but he performed this because Mary Kay Bergman, the voice actress who sang it in the movie, passed away.

I used to watch the Oscars every year (I don't watch them anymore), and I can tell you NO ONE was expecting Robin Williams to show up and sing this song, but it's one of my fav Oscar moments (and funniest) for a reason. How he ended up singing this song (it was sung by the chars in the movie), no clue but it's genius that they got him lol. Southpark the show is all about satire, so while the chars singing this song that Blames Canada (the creators of the show are from Canada fyi, I think), it's not fully hating on the country. If anything the song is pointing out the hypocrisy of the parents that are singing it lol. To my knowledge, Robin Williams never hosted the Oscars.

Terrance & Philip is a fictional Canadian comedy show within the South Park TV series. T&P say things they shouldn't; the kids in South Park repeat it, and the parents decide to blame the country of Canada for corrupting their kids instead of themselves for not monitoring their kids TV viewing. The Song is from the South Park Movie...Robin never did a voice for SouthPark. However this song was nominated For an Oscar for that year. Robin Williams simply performes the Song at the Oscars. It ended up losing to the Phil Collins song from the animated Tarxan movie that same year called You'll Be In My Heart. South Park the next year devoted most of an entire episode to making fun of Phil Collins and that corny terrible song they lost to.
