Interestingly, Rayquaza’s catch rate only got buffed to 45 in ORAS, likely because it comes right before the battle with Zinna and Deoxys with no breaks. In every game before that it was 3.

It’s because you’re forced to catch Rayquaza in ORAS. If you faint, faint it, or run away you have to re-battle it and eventually catch it. Even if you run out of balls, Zinnia gives you one before rebattling it. Same with Xerneas and at Yveltal in X&Y

I would argue he technically won. The challenge was "first to catch a shiny legendary wins". Jack caught a shiny legendary first. If the power had cut off before we saw the "Rayquaza was caught" line, then it would be a different story because it hadn't been caught yet. So I know I am late to the part on this one, but I checked the catch calculator. Rayquaza and Latios are functionally the same in gen 3. at full health you have a 0.416% chance to catch, at less than half HP you get 0.83% or 1.234% if paralyzed and it doesn't improve after that. A lot of time was wasted trying to get them down further.
