They normally give the milk for to help with quenching the acidity of the chili. Whenever eating something very hot like say for example Habaneros and you start to meltdown there are three things you can take separately or together to help releave the spiciness. 1. Citrus - anything citrus like oranges or OJ or lemons will help cool off the chili. 2. Milk or creamy drink - milk or dairy or creamy drink will help also quench the spiciness. 3. Avocados - From personal experience if you have avocados around use those first, the creaminess of the avocado will immediately kill off the spiciness or if you took something too spicy like ghost pepper or habanero then the avocado will bring it down to Tabasco level. Also I do agree with you they should not have given him milk since he's lactose intolerant. They should have given him citrus or avocados. That really contributed to him having a worse reaction.
