They are around all year but seem to be easier to catch when the prawns start running.

Those Grunter go hard don't they I got a mid 40's version in Pialba out in front of the reef I thought I had hooked a Trev but it was a nice Grunter they are great eating too 👌

I have to disagree with your theory about the whiting and bait fish moving into shallow water to escape predators. They move in to feed.
