No. Shoes are not required to be worn in a low impact pool workout unless your relative had diabetes and sensitive. If your relative were to start exercising regularly, they may want to consider protecting their feet with a pair of water shoes.

Water shoes are recommended for shallow water exercise to support feet from the impact and protect the from rough or slippery pool floors..

Exercise water 5 time a week for 1 hours and walk run and exercise at gym and I tired aches and pain don't lose weight gain weight I am about to give up

I understand. It is frustrating. But if not for your exercise dedication...your weight gain would likely be much more significant. Therefore, giving up is not really an option.
