It's done quite ingeniously, because you have a lot of options to adjust it. The question is how is it saved after each reconnect? If yes, without sql, is.

Animations created via creator is saved in player cache, when you install neons via item for example, its saved in sql.

I got neons few days ago, do i have this as an update or do i need to buy a separate script to have this?

Neons Reloaded is completely different script that is not based of rtx neons, even that it's a different script, people that owns old rtx_neons can create a ticket to get a 25% discount on rtx neons reloaded. This script has a lot of different functions comparing with the old version... It's on a completely new core.
