Directx online does not work, download the offline version from this link www.majorgeeks.com/mg/getmirror/microsoft_directx,1.html unzip to a folder and run DXSETUP

It's looking for specific files DX 9 has that DX 10+ may not. Like with later versions of pretty much any OS, files may be dropped/modified/junked by later version of DX because of various reasons too many to count let alone list. Fact is, usually, one can install multiple versions of Direct X, and if not, there are plenty of workarounds.

That's.. not how directx works. The upgraded versions are called "upgraded" for a reason. Installing all of them are just gonna create conflicts and will just hog your storage

I think that just windows 10, 8.1, and 8 are so actuallized that they do not recognize direcxt 9.
