My guess is this is related to copyright with the music you're sending. Is the person you're sending the picture with a song to in another country? Maybe sending the song to someone in another country triggers some sort of copyright issue.

I see what you're saying now. Do you see view once, alllow replay, and keep in chat at the bottom when taking the photo? My guess is you may need to select keep in chat or else it won't work.
