at 11.41 sir it should be 9 plus 0.8 right .. because from the figure itself it is clear that side other than 9 mm is greater than 9 mm

It is minus - 0.09 When we create 3d model, we don't use tolerance there. It is only for the drawing. We need that in the drawing for manufacturing.
