Flat-track racing is largely based on standard machinery (obviously, there are extras in top-level competition) from known motorcycle manufacturers (Harley-Davidson, Yamaha etc). Speedway bikes are a much more specialised form of motorcycle, with no gearbox, no brakes, and running on methanol.

Speedway in the Uk is more popular than flat track as it a lot faster, more spectacular, and a lot more dangerous, this is where Flat track is good, much easier to jump on a bike and race, a lot less skill needed and safer.

In the U.K. it is. Watched a Flat Track meeting at Peterbourgh and by timing it they would have been lapped by a Speedway bike towards the end of lap three. If comparing to the larger American tracks the Speedway equivalent would be Long track which is as fast down the straight but long track corner at faster speeds.
