You are allowed to drop the seismic, even if you've already dropped a concussion. You can use it to delay your concussions

I thought bombs deployed in activation phase go off during the next activation phase?

Normally you drop a device in the system phase and it will go off one of 2 ways, with a mine when a ship goes over the template or a bomb that goes off at the end of the activation phase. There are a few examples, genius, that allow for devices to be deployed outside of this order and a few ways to delay them going off, Nyms ability and delayed fuses.
