I live in upstate New York at the moment but moving in 3 years as moving is not an easy thing. Last i heard a prisoner in pa costs the taxpayer 32k a year. That takes into consideration wages,benefits for prison staff,cost to maintain facility,ect.. medical costs dental feeding.

You'll find a lot of Sheriffs in more rural counties, even in the bluest of states (looking at you CA), think like this. Just many are constrained by the limits of the state's laws.
