That city is hostile to pedestrians and bicycles. Sure maybe…. law abiding if you don’t count all the people who are driving drunk because that’s all there is to do after 8pm… and don’t forget all the people who are texting and driving and mowing down children who have the right of way as they pass through one of two state roads intersecting the city.

And I caught you saying “small town- wouldn’t have homeless people” well they do. People get out of jail, rob and steal from the community, trash the streets, harass women, etc and go back instead of finding help… because there is no help. So yes, the young man with the sleeping bag was homeless, the old man was not. He was exercising. There’s a homeless community in that city that stays homeless. A lot of them stay out of crime but there’s constantly strangers being released into the city with no place to go and no help to be found, on hostile streets, and they end up going straight back to jail because they can only keep doing what they know- crime.
