The ticket system makes it easier for the food stalls - they can concentrate on handing out food&drinks and don't have to worry about handing out change. Especially events with many visitors use this system, to make everything a bit faster and prevent long lines.

Cheaper. Permanent location is more useful to be used for 24 hours activity especially for small country like Japan.
