Just won it on FM22 with England on my 1st attempt. Only just started playing FM too. Won the final 2 - 1 against Italy. Both goals coming from Kane penalties. Surprisingly to Southgate, playing positive football and picking players based on match fitness and form gets results. Edit: On FM22 NOT 23, starts during qualifiers
