She's human, purely human but living up to 500 years bc Focalors needs her to play pretend in her place so she could focus more in preparation for her biggest scheme and basically 'f u' to celestia lol. But regardless, Furina could still considered as an 'archon' in a way that her determination to save her people -from the prophecy while keeping it a secret for 500 years alone- is on par with real archon(listen to the archons voicelines to her to make this make sense)
