He still receive food aid from China, Russia, and probably the West, not to mention the NGOs that still operate inside the country. The goal of Juche remains to be self reliant on food and everything else, though.

@Jon Doe yes the NK economy is better than it was in 2001 and 2012. I don't see why it's a bad thing, it's due to the reform the government is making since the famine in the 1990's. And no. The only objectives reasons of why there still poverty in the country that hit a good portion of the population is because the sanctions of the United Nations hit harder and harder the country and it's have a proven impact on the population. The country is still affected today by the collapse of the Soviet Bloc, and it's also have a impact. You cannot say there's only one objective reason to explain the poverty in NK. Also, if you admit that Kim Jung Un is in economical position to give gifts to the elite, what's the problem, then? Not to mention that it's difficult to compare Kim Jung Il and Kim Jung Un on this very specific point since we knew less thing about Kim Jung Il than we know about his son and the way they rule NK. Of course, I agree that Kim Jung Un could have been better than he is today, even him acknowledged that in a speech two years ago. But since the nuclear weapons are a reason why the situation between NK and the UN is still complicated, he can't do miracles unfortunately. Not to mention that the situation in the country is better today than it was 11 years ago when Jung Il passed away, at least give that to Kim Jung Un. I totally agree that there's still a lot of things to do, and of course sanctions won't dissappear.
