I think a man's head was legit run over by a car at 17:12 those are real people lying on the ground - not props. The guy to the left waves to the guy who had his head ran over just before the scene is cut.

It was not unusual for actors to be killed in the silent days, in some films twenty or more have their heads run over and crushed. Bonus pay was given to the widows.
