It is Nvidia Ansel. You need to spam Alt+F2. After few tries you can move your camera while everything else is moving. Works only in custom games.

I really like your videos, you put a lot of effort in them: gameplay is top level and the music is so immersive! However, I saw that a lot of your gameplays are with raider: do you play also with other factions? And if not, do you know a channel with videos like yours, with "faction music"? I couldn't find any. Nice shit man some really entertaining clips in here. If I had on small criticism I would say the editing felt really scattered at times if that made sense. Some clips flew by and didn't really get the chance to see why they were there, and some of the cuts felt a bit jarring. Other then that some of those mix-ups with stunning tap were nasty If I ever go back to Raider I'll have to steal a few ;)
