there are very few foreigners in Pakistan. Mostly Afghans and Bengalis who should have been given Pakistani citizenship years ago.

If you mean in terms of a country made to protect a religious minority. Nope. Israel occuipied land that was foreign to them. The people of Israel are mostly Europeans who migrated. The people of Pakistan are mostly from there except for the mohajirs who are from next door, not some foreigners who had nothing to do with the area for years brandishing some pre-mideval claim from a book no one in the region believed in.
