Yes - but that's the crux. That parents are made to believe, that these are institutions that will help, but are in truth exploiting or torturing children. They are differently advertised, but mostly aimed at making their children obedient, conform and follow rules. They exist worldwide where there's money - also in South Korea and China. There's no oversight from the country - no restrictions. If found out the consequences are laughable - that's why they continue to exist. Though it's a bit different culture in China for example - parents and guardians are allowed to use physical punishment. But kids spent time in isolation, don't receive medical treatment even after cruel beatings... The children are left with a lifetime of trauma and most parents don't believe their children - trust on both sides is irreparable shattered.

We had to visit schools and there was several times when I saw a child that had lice and contacted the family and told the staff and told my superiors and made phone calls to child abuse programs, nothing was ever done . .. every few months when I went back to the school to check the child again they still had lice so I continued reporting it to my supervisor and the head of nursing …: nothing ever changed. I don’t know what we could do about this .. common citizens like me even with important jobs have no power.
