By shifting the fin to the center of the cylinder, it sheds a vortex to the wall side, and since you now have more effective area on the wall side, combined with the work you did on the center of the cylinder, you've evened out the flow a great deal. Just improved efficiency overall everywhere. This is a winner in my opinion. @:24 you can see exactly what's obstructing the short side on the center of the cylinder. The 90 degree corner, and the wall, needs little more than a touch up finishing with a 40 grit cartridge roll.
