It looks like a bluing solution. Could also be a oil based paint in a spray. Although looking at the end product, I’m betting on a bluing finish

I personally would have drifted the eye a bit bigger.

I've forged a hatchet out of a ball pein and found that drifting the eye any larger can make the cheeks quite thin. It depends on the hammer head, but there isn't very much material to drift.

Beautiful work, love the repurposing of old steel. I'd like to do this but dread the idea trying to forge it out by hand with the little skill I have. Out of curiosity what ended up going wrong with the first handle?
