Totally, but I welcome you to take a look at lists of employees in all levels of government in Canada. These lists (directories) are public. You will see what ethnic groups occupy various departments, for example Human Resources are 95% East Indian/Muslim with fresh arrivals getting jobs without issues. See who runs accounting, etc.
