You have to know something about Saudi culture to realize that what is considered corruption here is simply seen as the normal way of doing business in the M.E. Skimming and lining your pockets is the norm. When I lived there, many times I was asked if I wanted to inflate costs in order to pocket some of the reimbursement for myself. I never did since it goes against my upbringing. But, that is just the way business is done there. It would be more surprising to me to find out that he was not corrupt, since most Saudis are by western standards.
