This was always a problem with the transporter concept. A few times they even hung a lantern on it in TAS and TNG. If the transporter could restore your proper biology, exclude disease/virus contagion...then the transporter could make you immortal. Like being 25, reset to that every few years. That creates population problems...well the authorities will tightly control offspring. Develop a cancer, reset to 25 when you didn't present with it. Don't like being pregnant, beam away. Want to become your sister, beam away.

She is not over 18. She is currently 15, and is a cadet from Starfleet Academy. She is quite a savant, much as her ancestor was. She has finished her Academy training and is currently serving aboard the Caliborn.
