Does the "Emergency Relief" decree really increase SoL? I mean, even running it from the start I've never seen the welfares being paid when hovering over the income/expenses tab. Overall, how does it help maintaining the SoL on the lower strata?

It's effects are only really seen in really poor states or those suffering from famine. If you have pops struggling to afford the essential goods they need, then the emergency relief edict can help bridge the gap. Generally, I've only ever used it when starting as a very small nation with excess authority to spend.
