The smallest one would probably be Schwarzburg if it was divided into the Schwarzburg-Rudolstadt and Schwarzburg-Sondershausen, which they consolidated in the game to avoid even more cancerous bordergore. There's a mod on Steam though that adds ALL the missing German minors, including splitting Hohenzollern and adding at least one more Saxony they omitted.

As a Schaumberg Lipper I was a mere peasant barely scrapping by in the beginning of the year of the lord of 1836. But when Prince Laith gathered us at the square and said he would unite Germany, I was the first to raise my trusted shovel of war. As I trained in the Barracks with my fellow Schaumberg Lippers, I felt at home, those guys were my family. Unfortunantelly, my unit suffered heavy losses on our first battle and I was crippled. So I could only watch on KZbin as Prince Laith led us to greatness and became Emperor Laith.

I decided to follow in your footsteps as a modern day Lippian and go back in time to form Germany, so far so good, lost one timeline to hungry soldiers and massive debt. Now reporting from 1845 and I have almost crunched through my interest enough to let the construction workers back at work. Hanover conquered, next Oldenburg and Bremen. Okay, for some reason this Schaumburg-Lippe has been moved from its original place slightly west of Hanover about 100km westward - it's even west of Bielefeld. Which is a shame since the original SL controlled the Steinhuder Lake where they built a Fortress right in the lake to controll the area. Great place to visit. Now it seems like SL has been moved to Westphalia since that area is nice too, I guess. Oh well, Laith is gonna conquer it all anyways. Still weird for paradox to completely butcher those regional states.

I remember when Schaumburg Lippe used to just have one factory. Times were great then, I'd go work in the factory, then go home and be able to relax. Now everyone has to slave away all day for all these various different factories, and our standard of living has just tanked.
