Pandering “Governments” mandating compliance before Industrial production can possibly keep up with demand is ignorantly short sighted and driven by money / greed and power hungry elites. If you could lock the suspension in a neutral state just as you enter the water and unlock it when you find purchase, I bet you beat everybody who hasn't figured that out. The trouble starts and ends with the front-end suspension. It is doing as it ought on land, but on water. These suspension motions are extraneous and wasteful.

Hydroplaning is what keeps the vehicles from sinking. Speed and low-pressure tires is what helps hydroplane. And paddlewheel style tire tread is what allows the vehicles to maintain forward speed on the water. The tire tread throws water backwards which helps keep the vehicle moving forwards. Equal and opposite reaction and all that. They have to be going fast enough when they hit the water to hydroplane. Once they stop hydroplaning in the water they sink.
