The must scan the seller's ID and phograph him, his vehicle and his vehicle's and trailer's license plates. Payment can only be made by a non-transferable check that must be mailed to the seller's home after a 5 day waiting period. They also must record the weight of the metal and what form it is in. e.g. wire, ingot, plates, etc. The records must be made available for inspection for a minimum of 2 years.
