I think the leaving thing to them is more of an attempt to insult the speaker on top of the shame if there even is any. Even if the sister is right and the mayor has no recourse staring at the face of truth, the walk out illustrates that her words are irrelevant and the mayor in her mind is of such a higher status that it can’t significantly effect anything and she can just flee somewhere and not deal with it. “Even if this ninja is right, I don’t have to take this and I can just leave, they can talk to an empty seat, they’ll always be a ninja, they’ll always be beneath me.” Its still a childish mentality but a child usually will stick around when they are scolded. My children do at least. A child who walks away from you when you are punishing them is disrespecting you.
