"Four Chords That Made a Million" is a song by Porcupine Tree off their album 'Lightbulb Sun'. The meaning of the title is the idea (and the fact) that there are four main chords that are used in TONS of songs...a million, according to Porcupine Tree.

I think the song refers to songs like Smells Like Teen Spirit and Creep and other songs that simply use 4 chords and 'make a million'.

I came from nearly a decade and a half in the future to tell you that you're wrong. Slightly. It's not the amount of chords that are used - you can make great music with just one chord. Or even no chords (eg. Me and Gun by Tori Amos). It's that a large percentage of the biggest hit songs for the last half a century have used four specific chords in the same sequence. See '4 Chords' by Axis of Awesome for a very entertaining example.
