There are government agencies which provide services to corporations and consumers, and those employees are 100% paid by the fees of the constituents using those services. Before COVID they were only working one or two days a week in the office because there was not enough office space for tens of thousands of employees performing Congress mandated regulatory work. To pay for government buildings would take time to build those buildings, cost $500 million to a billion dollars for each agency building and take a few years to build, with EPA and land use permitting as long as 10 years - for people who are working at no expense to the government with regard to a place to work, building, maintenance, parking, utilities, etc. furthermore, there is software constantly tracking their productivity working remotely, far more closely than they would be monitored actually in the office. Plus they're more productive because at their homes they're not interacting with dozens or hundreds of other employees daily distracting them from the actual critical tasks they're supposed to be performing. Furthermore, statistical data from productivity management software shows that many of these employees more than 70% of them, are working through the time that they would normally be commuting a total of 2 to 4 hours daily. They get no overtime for that but they do get comp time which they can't take because the comp time expires in 6 weeks and they are so overworked that they never get to use their comp time and some even lose some of their vacation time. Sick days with COVID, they can work from home with COVID or flu, RSV and pneumonia. You just can't make dramatic sweeping statements that you're going to make everybody go back to work without realizing that there is a system that is highly functional for most employees, particularly those involved with providing services based on regulated activities. This was ongoing years before COVID happened.

Please get the facts straight. Some of the federal positions, which are authorized to telework, go back to around 1999. This is nothing new. If you don't do your work, you're taken off telework, period. Lastly, the telework act is just that, an act passed by both sides of the isle, Republicans and Democrats in 2000, almost 25 years ago, only for positions sutable for telework, which are less than half of all federal positions and for half of the time, the other half is spent in the office. The government doesn't always make sense. I work for the federal government in the DMV area and most of the buildings are owned by Government Services Association (GSA) not the agency. So we spend millions of dollars a year on rent, utilities, leases for additional spaces and yet they want us back in the office full time. My agency allows telework 2 days a week. We could save so much money getting rid of the buildings and turning them into housing since there isn't enough of that. I find myself less productive in the office because of the distractions or people just wanting to stop by and chat. Our productivity has actually went up since we have been able to telework and employees are much happier too. Thus working longer and decreasing the turnover.

Telework allows the government to not miss a beat during an emergency. That infrastructure should be present and working effectively before an emergency happens. The infrastructure cost millions to build during Covid. It should not be scrapped. There are emergencies that lie in the future that will be more severe and more immediate than Covid. Working in the office is more productive and promotes professionalism. There are people who have an alcohol problem or another issue that hurts their productivity. A hybrid model is ideal. Three days in the office, two at home per week with the possibility of losing the privilege is probably best practice.

But I have a better idea...consolidate the buildings being used and turn off the electricity and such to those not being used.
