While it's possible that some of the 'New Jersey' drones are nefarious, so too is it possible that some are simply new types of aircraft in development and are being flown in darkness to avoid public scrutiny. That would explain the maddening "We know nothing" exhibited by government officials, and the running of marker lights to maintain legality which would seem counter-intuitive in a real attack scenario.
