Term limits based on the number of elections are a really bad idea. Governing is difficult, so those who are effective should stay. We just need to elect honest, competent people, or get rid of them if they're not. Anybody's whose net wealth increases substantially while in congress should be automatically limited to 1 term. But people who are in congress to serve the people and not themselves should be elected again and again. Not everyone in congress is corrupt; just a lot of them. Like Pelosi.
