Budget should be reviewed and adjusted EVERY QUARTER, at a minimum. I worked in business administration and finance for over 40 years. It's very simple: When running any kind of a business, you have to stay on top of the money. Bookkeeping should be UP TO DATE at the end of every day; the books are closed out and financial and budgetary reports are produced and reviewed every month/quarter/year or more often as needed. Budgetary and operational adjustments are made based on those financial reports and the projected income/expense for the next month/quarter. The bottom line is: If you don't take care of your business, it won't take care of you. Whether it's a lemonade stand or the Federal government, properly managing the money has to be the first priority.

I own 11 acres. About 6 of them are in fruit and nut trees. It used to be a cow pasture. As my trees have grown, I have sold the produce, (with a state sales license and paid my sales taxes) The local government reduced my taxes on the land with the trees, because they felt that all the trees growing there lowered the worth of the land for productive uses, such as row cropping or cutting hay. I'm not sad that the taxes went down a little, but their logic is scary as hell. That land is more productive, not less. Even when we aren't being hurt, they show that they should not be trusted to make decisions that effect us.

MILSPECS are written in such a way that only 1 or 2 contractors can meet them. The bottle needs to of a certain grade of plastic. The water sourced and filtered a specific way. This is all done so that it benefits a certain congressman's district. When you hear about inflated costs, it's usually to hide a cost overrun. A black box project. Did he stated massive cuts on federal contractors overbilling the Government...90% of those contractors are high profit expoliters of american work force, thats not a surprise almost all of them are grossly mis managed and seldom ever inspected while they gain profit the pay very minimum to their work force. but they all look good on paper even if their performance is forged through burocracy paperwork without proper oversight
