How do you tame the scull fox and the glowing fox?

The glowing fox isn't tamable, sadly, unless the modder has fixed it. The skulk fox I think is tamed with coal, but if you watch "The Spooky Foxes" episode, I show how to tame most of the spooky foxes, including the skulk and witch fox.
