Yes they should, but sadly not everyone is in stable housing. They are closing the emergency shelters and many WNC families are being forced to live in their cars. Local zoning laws and red tape is delaying the use of the types of housing shown in the video.

I used to have this dream of building small or tiny homes for our homeless veterans with sustainable off grid electric and water supply but never knew how to get it off the ground.
