Since hostile countries have banned China from importing high-end chips, you can forget about getting key materials. You don't have to manufacture chips yourself. the way this RESTRICTION works is they must submit papers for material purchase. They will review and then approve the sale AMOUNT based on the production figures. Later an audit will be done to verify the figures, and if found untrue, the entity will be PERMANENTLY banned. so bit by bit, the buyers will face more and more restrictions until they can't source any materials. all these means a VERY PROTRACTED sale process. and expensive too.
